A valid public release manifest carrying wikimedia_graph_nodes/wikimedia_graph_edges artifacts and their bound offset indexes (COUNTERPEDIA_PUBLIC_RELEASE_MANIFEST_URL / COUNTERPEDIA_PUBLIC_RELEASE_BASE_URL in production, or COUNTERPEDIA_PUBLIC_RELEASE_LOCAL_DIR for dev-release).
