Flint Water Crisis

Research dossier, timeline and source context. The original research material remains available for inspection.

The Flint water crisis began in April 2014, when the city of Flint, Michigan switched its water source from Detroit-supplied Lake Huron water to the Flint River as a cost-cutting measure during construction of a new regional pipeline. The river water was not treated with required corrosion-control chemicals, and lead began leaching from aging service lines and household plumbing into the drinking supply. By 2015, independent sampling by Virginia Tech researchers and a pediatric study led by Dr. Mona Hanna-Attisha had documented elevated lead in tap water and in Flint children's blood, prompting a state and federal emergency response.

System-level regulatory compliance and household-level lead exposure are separate measurements. A 90th-percentile result falling below the federal Lead and Copper Rule's action level describes a statistic across a sampling pool, not a guarantee any individual home was below that level, and current compliance does not retroactively resolve the corrosion-control and sampling-program failures a 2018 EPA Inspector General report attributed to the state and federal response.

Temporal bounds

Core crisis: April 2014–2017. Regulatory/remediation arc: 2016–2025. Current measurement/status: through August 9, 2026, with current data treated as time-sensitive and subject to recapture before publication.

Not established on this record

Boundary
"Flint's water tested at X ppb" is usually incomplete.

semantic trap / refusal

Boundary
The LCR action level is not a health-based "safe tap" threshold.

semantic trap / refusal

Boundary
System compliance ≠ every home below the action level.

semantic trap / refusal

Boundary
An independent 90th percentile and an official 90th percentile can differ without one being mathematically fraudulent.

semantic trap / refusal

Boundary
2015 "below 15 ppb" official 90th-percentile results did not mean no lead problem existed.

semantic trap / refusal

Boundary
"Flint water is safe now" is temporally and denominator ambiguous.

semantic trap / refusal

Boundary
"Flint water is still unsafe" can be equally overbroad if meant as a current system-level regulatory claim.

semantic trap / refusal

Boundary
Blood lead prevalence values are study-specific.

semantic trap / refusal

Boundary
EPA OIG findings are Inspector General findings, not automatically the final institutional position of every EPA office.

semantic trap / refusal

Boundary
A settlement requiring service-line replacement does not itself equal an admission of liability.

semantic trap / refusal

Boundary
A current webpage label is not automatically trustworthy document metadata.
